They shaved the Poodles’ faces so they could see well and easily retrieve game, but left the hair on the rest of their heads. Owners would tie the hair back in a top knot. Eventually, some owners started using brightly colored ribbons so they could tell their Poodles apart in the water - hence the top knots with bows!
