What’s the best part of having a garage sale? Getting money for getting rid of your unwanted odds-and-ends, of course! What’s the worst part? Well, besides lugging all that stuff up from the basement and down from the attic, most folks would say running around town tacking up garage sale signs and putting ads in the paper is an equally troublesome task. Wouldn’t it be nice to have someone who would
handle all those advertising and promotion tasks for you? Someone who would run an ad in all the local papers, furnish you with bright, colorful signs — even list your garage sale on a guide for all to see? Well, that’s just what the STC Underground Teen Center plans to do during its annual “Community Garage Sale”. Proceeds from the fundraiser will be used to purchase additional computer and educational materials and upgrade sound equipment used during teen concerts featuring local bands. Homeowners will manage and operate the garage sale just like they would under normal circumstances: they set their own prices for their merchandise and retain 100% of the profits generated from those sales. All participants will receive: Open to all Park District residents and any household with a St. Charles address. • Advertising in local newspapers and
community newsletters.
• A yard sign and balloon for display at your residence. Additional signs and balloons are available for a small fee.
No person shall post, stick, stamp, paint or otherwise fix, or cause the same to be done by any person, any notice, placard, bill, card, poster, advertisement or other paper or device calculated to attract the attention of the public, to or upon any sidewalk, crosswalk, curb or curbstone, flagstone, or any other portion or part of any public way or public place, or any lamppost, electric light, telegraph,
telephone or trolley line pole, or railway structure, hydrant, shade tree or tree box, or upon the piers, columns, trusses, girders, railings, gates or other parts of any public bridge or viaduct, or other public structure or buildings, or upon any pole, box or fixture of the fire alarm or police telegraph system, except such as may be authorized or required by the laws of the United States, or state, and the ordinances of the city. It is unlawful to post any bills or advertisements on any public property without the authority of the mayor and city council; and it is unlawful to post any bill or advertisement on any property without the written consent of the owner thereof. (Ord. 1978-M-46 § 1: prior code § 28.018.)
It is unlawful for any person, firm or corporation to use any street, sidewalk, walkway, plaza or other public
place within the public right of way or within property owned or controlled by the City, as space for the display of goods or merchandise for sale, lease, trade or for free or to write or mark any signs or advertisement on any such place, except as provided in Section
