How can I obtain another copy of my paid receipt or waiver?

There is a $1 fee for a duplicate copy or waiver. You may mail in your request, giving us your name and the year(s) that you need along with $1 for each copy needed. You may also come to the office and pick up a copy at the cashier window for $1 each.

A free copy of the receipt can be accessed through this Collector website by selecting Tax Search to do a Personal Property Search by your name.  You will want to select the tax year that you need on the drop down and then click on Tax Receipt in blue text on the right side of the screen.

A free copy of the waiver can be accessed through this website by selecting the Assessor on the Departments list and selecting Property Record Search to do a Personal Property Search  by your name.  You will find a waiver section at the bottom.  Click on the green print button.

We can also fax copies of paid receipts to several license offices located in Jefferson and St Louis County. Please call our office in advance to find out which license offices we have a fax service with. If choosing to do this, be aware that most license offices will collect a fee of $4 for this service. Also note, the Jefferson County Collector sends information weekly to the Department of Revenue informing them of paid taxes, so on most occasions the license office should be able to access our records and see your information.

CLAYTON — St. Louis County taxpayers could get an added insert with their property and real estate tax bills asking whether they want a paper receipt mailed back to them.

The insert would also include directions for printing receipts at home or requesting paper copies from the county at a later date.

The proposal is a response to complaints late last year over the county’s decision to stop automatically mailing paper receipts for 2021 tax bills, producing paper copies only on request and encouraging residents to pay online and print receipts at home free of charge.

The bills included a yellow slip notifying residents of the change, but some residents questioned the move and said they had trouble getting a paper copy.

Councilman Tim Fitch, R-3rd District, has introduced a bill that would have required the county add a checkbox to each tax bill asking residents if they want a paper receipt.

Fitch said he had heard from older adults and residents without easy access to a computer or had called the county to request a paper receipt but didn’t receive one.

“If someone has paid thousands of dollars to the county and they want their receipt, they should be able to ask for one,” he said.

But the county Department of Revenue said the check box would have rolled back savings in time and money since deciding to stop mailing a paper receipt to every taxpayer last year.

Erica Savage, acting director of the Department of Revenue, asked Fitch to reconsider, writing a four-page letter last month outlining benefits from last year’s decision, including faster processing time and environmental benefits from using less paper.

The county saved $56,000 by hiring fewer part-time workers to process bills, Savage said. And instead of processing and mailing paper receipts, the department spent more time pursuing payment of delinquent taxes, collecting about $2 million, or 2.1%, more than in 2020.

Ultimately, less than 2% of taxpayers ultimately requested a mailed paper copy, Savage said. The department fielded 8,562 requests for paper receipts out of a total 930,287 tax bills it processed last year. The number doesn’t include homeowners who pay their real estate taxes through their mortgage servicer.

But a chief concern for Savage was that the county’s 2022 tax bills had already been designed.

A redesign would have cost additional money, and it could have forced the county to revise a pending contract with a printing company and delayed tax bills by several weeks, she said. The former printer cut ties with the county last year amid a dispute over late-mailed tax bills.

Any small change would require extensive redesign because tax bills have to be formatted just right in order to be read by electronic scanners, Savage said.

“The Department of Revenue just went through the redesigning of the tax bill, and it took months to get this aligned just right,” she said.

Instead, Savage on Friday proposed the county add an insert with tax bills that residents could send back with checks to get a paper receipt. People who pay online or by phone would get detailed directions on how to get a paper copy if they want one. County spokesman Doug Moore said the department is currently designing the insert.

Fitch said he agreed with the idea but would ask the St. Louis County Older Adult Commission for feedback on the paper slip before withdrawing his bill. The slip, he said, should make it “very clear” for taxpayers “how they can get their paper receipt.”

Personal Property Declarations for 2022 are due by June 30.

Savage said the county stopped automatically mailing paper receipts in large part because the Missouri Department of Revenue no longer requires paper receipts to obtain or renew vehicle license plates. Local license offices accept digital, photocopies and faxed copies of property tax receipts.

And St. Louis County is among 71 Missouri counties where residents can renew their license plates online because the counties provide the DMV electronic proof of property tax statements.

Tax collectors for the city of St. Louis and St. Charles County said Friday that they will continue mailing paper receipts to all taxpayers.

The webpage also includes an online portal where taxpayers can look up their bills, pay their personal taxes, and get directions for requesting a paper receipt in the mail. Receipts for tax bills paid online through the county website will be available two days later.

Taxpayers can also obtain a paper copy of their receipt for $1 at one of three locations:

• County headquarters in the Lawrence K. Roos Building at 41 South Central Avenue in Clayton.

• The satellite office at 715 Northwest Plaza Drive in St. Ann.

• The satellite office at 4546 Lemay Ferry Road in unincorporated south St. Louis County.
